Castanada described already-planted Italian cypresses and ongoing work and asked whether the city could transfer the previously allocated funds to finish the project. Councilors and staff explained council may not take action during public comment but said the city manager may exercise administrative authority now and bring ratification to a future council meeting.
During the exchange, a speaker noted the donor check would expire on April 25, creating urgency. The city manager or his designee indicated he could proceed under his authority and return to the council for ratification on the May 5 agenda. Council members were given the opportunity to raise objections individually with the manager before ratification.
