Planning Commission backs Globus Business Park preliminary plat and conditional use permit; trailer storage and parking conditions noted

The Lakeville Planning Commission voted April 16 to recommend City Council approval of the Globus Business Park preliminary plat and conditional use permit for an approximately 81,100-square-foot industrial office/warehouse on County Road 70 (Juniper Way).
Muzaffar Gafarov, president of Globus Transport, told the commission the operation is primarily a logistics and cross-dock facility and that the company expects to occupy about 24,000 square feet of the new building and lease the remainder. "For the most part, we don't do anything on site [for repairs]," Gafarov said, adding most heavy maintenance is performed off-site by contractors.
Staff told commissioners the site is approximately 10 acres, meets the office-park district requirement of about 30% green space (the plan shows roughly 3.04 acres, or 30.2%), and proposes outside storage of tractor trailers on about one acre (roughly 10% of the lot), within the 20% limit for the district. The applicant demonstrated an area on-site to meet parking demand or, if needed, would record a deferred parking agreement requiring additional spaces in the future.
"If those parking requirements are not met with the final plat, there would have to be a deferred parking agreement that would be recorded against the property," staff said. Commissioners asked whether trailers would be stored short-term or long-term and how the applicant would handle any overflow. Gafarov said most trailers come and go and he expects current operations can be accommodated; he added the company would address needs if the issue arises.
Staff also told the commission that stormwater will be privately owned and maintained with a required maintenance agreement and that the tree preservation/landscape plan will need to reflect heritage-tree replacement calculations at final plat. The staff recommendation was approval with six stipulations listed in the April 8 planning report.
After questions and a brief exchange about operations and parking, the commission approved a motion to recommend City Council approval of the preliminary plat and conditional use permit for Globus Business Park. The item is scheduled for City Council review on May 4.
