The chair of the Ways & Means Committee told members that the Senate Finance Committee had placed S220 into the yield bill and warned that the yield-bill process will require extensive testimony and analysis before any change to the excess-spending penalty is made.
"The Senate Finance Committee put S220 into the yield bill last night. We're going to have a lot of time to discuss the excess spending penalty and get significant analysis and take significant testimony about what it would mean to remove it," the chair said.
Members debated whether to postpone action on Representative Fulham's amendment to H955 until those hearings and analyses occur. One member observed the committee would need to vote the amendment down and then readdress the question during yield-bill consideration; at least one member said they would vote against the amendment. The session ended without a recorded vote, and the chair asked members to provide district-specific impact information for the upcoming yield-bill discussions.
