Colin, filling in for the absent consultant, described Article 5 as refining procedures for appeals, code interpretations, and conditional-use processes; Article 16 and Appendix C define dimensional standards such as lot area, setbacks, building height, accessory-structure limits, maximum lot coverage, and (new) green-space requirements. Appendix A provides base district use categories and Appendix B gives use-specific details and dimensional rules. Colin emphasized the intent to include clear tables in Appendix C as a "one-stop shop" for developers, residents, and business owners.
Commissioners asked how the code will accommodate emerging or non-traditional uses (for example EV charging stations). Colin said the village will rely on best-practice standards and may adopt use categories and dimensional standards through future zoning amendments to avoid immediate ad-hoc changes after adoption. Staff also presented an updated zoning map incorporating public service/civic districts, conservancy overlays, and wellhead-protection overlays and demonstrated an online interactive map tool that displays parcel zoning and allowed uses.
