Commission forms ad hoc committees and launches MOU outreach planning ahead of July timeline

At the April 13 meeting the commission discussed and established three ad hoc groups for the 2026 work plan: Outreach & Events (which will include Military Equipment Use MOU planning), Policy & Procedures (covering onboarding and internal guidance), and an Annual Report workgroup.
Chair Commissioner Espinosa Salazar outlined the chair's intent to appoint commissioners to each ad hoc and named provisional participants: Outreach & Events to include Commissioners Lewis, Salazar and Vice Chair Johnson; Policy & Procedures to include Commissioner Giannoulias (tentative), Commissioner Griggs and Vice Chair Johnson; the Annual Report workgroup to include the chair, Vice Chair Johnson and Commissioner Lewis. The chair said the ad hocs will operate through Dec. 31, 2026, and noted administrative requirements for dissolving them at year-end.
Commissioners discussed Brown Act and quorum constraints for ad hocs: the city attorney confirmed public Brown Act rules apply to subcommittee meetings that are acting on matters within the commission's purview and that membership and attendance must account for quorum rules. Commissioners asked whether non-ad-hoc commissioners may attend community MOU outreach events; the city attorney said commissioners may attend public, agendized community meetings but should avoid appearing to act as a quorum on non-agendized panels.
On the MOU outreach timeline commissioners and staff agreed that logistics (venue and date) are the near-term priority so the engagement can be scheduled before the key July committee window referenced in state and local scheduling. Commissioners proposed venues used previously (Oak Park, El Paso Heights) and noted the need for free community spaces; staff and commissioners agreed to identify locations and finalize dates so outreach materials and notices can be prepared in time.
Vice Chair Johnson urged each commissioner to meet one-on-one with their appointing councilmember and the mayor to share priorities and gather feedback; several commissioners reported success introducing themselves at council-hosted community events.
The chair said appointments would be made for the ad hoc committees during the meeting and that staff would bring necessary administrative reports (including dissolution summaries) to the consent calendar later in the year.
