Providence veterans exhibit redesign proposed; commission accepts Armstrong handout and memorial‑squares list

The Special Commission on Veterans Affairs voted April 14 to accept archival materials and to continue planning a permanent, Providence‑centric veterans exhibit in the City Hall council chamber.
Caleb Orton presented initial options for redesigning the display outside the chamber, saying the current case is hard to see and proposing a lasting presence that could include flags, plaques or a small kiosk with digital content. "I think it would be nice to have kind of a lasting permanent presence in that corner," Orton said, and asked commissioners for input on aesthetics and content.
Members suggested several formats, including a Missing‑Man/PM‑MIA chair or table and a wall or plaque honoring Providence residents who died in service. Commissioners and archivists recommended involving local artists to help the display speak to multiple generations while maintaining traditional standards. The city archivist described an existing master list of memorial squares the department compiled and offered a digital copy for the record.
The commission moved and seconded a motion to accept a handout on Second Lieutenant William P. Armstrong (1924–1945), identified in meeting materials as a Tuskegee airman; the motion carried and a copy will be entered into the record as Exhibit One. Chair Bardo also asked staff to enter the department's master list of memorial squares into the record as Exhibit Three; the motion to accept the list was likewise moved and seconded and carried.
Commissioner Young urged staff to prioritize early contact with any surviving family members before undertaking restorations or dedications. Meeting participants noted the Armstrong plaque had been rededicated in 2010 and that the archives and community partners have previously coordinated similar repairs and ceremonies.
Next steps include a post‑meeting site visit to the display outside the council chamber, further design work to make the case more accessible, outreach to families and veterans groups, and a return of concrete proposals to a future commission meeting.
