Senate committee advances technical amendment to House Bill 762, moves report deadline

The Senate Committee on Government Operations on April 16 advanced draft 2.1 of an amendment to House Bill 762, which concerns the county and regional governance study committee. Legal counsel Tim Develin told members the amendment pushes the committees report date to Nov. 1, 2027 and removes outdated references to co-chairs.

Develin, the committees legal counsel, said: "The report will be pushed back to November 1st 2027." He also described a technical correction to remove one remaining reference to co-chairs so the committees membership and leadership language are internally consistent.

The change on the report date was the central substantive edit in draft 2.1. Develin also said the amendment adjusts the committees sunset timing and that the intent was for the committee to cease to exist the day after the report is due; the meeting record contains inconsistent phrasing about the exact sunset month and day, which the transcript does not fully resolve.

A motion was made to vote on 2.1 as amended. The committee called the roll: Senator Clarkson voted yes, Senator Mley voted yes, Senator White was recorded as not present, and Senator Col voted yes. The chair said he would report the measure out of committee and that there was no apparent reason for it to be referred to finance or appropriations.

The meeting record does not identify who moved the motion on the transcript. Committee members then discussed timing for other bills and agreed to a brief recess and to reconvene for technical corrections in roughly 10 to 15 minutes.

The committee advanced draft 2.1 to be reported out; the transcript indicates the bill will be placed on notice for further consideration.
