The Jefferson County Board of Commissioners voted to award the general construction contract for the Service Center Road Improvement Project to TerraWorks, the lowest bidder, for $331,131. The motion authorizes the county chairman to execute contract documents and any change orders once the contractor satisfies required conditions.
County staff told the board the majority of the project cost is funded by an EC multimodal grant that the county secured previously; at a later point in the meeting staff stated a DCED grant award of just under $260,000 toward the project. A staff member said TerraWorks has regularly performed similar work and the county expects the project to be completed in 2026.
The motion carried on roll call with Commissioners Mr. North, Mr. Ginn and Mr. Sack recording “Yes.” The agenda language noted the award is contingent on the contractor fulfilling all contract requirements before execution.
A commissioner and staff emphasized the project is primarily a resurfacing and drainage fix rather than a capacity expansion, and said stormwater work will address erosion on the older portion of the road. No additional county funding allocations were announced at the meeting; staff said commissioners had planned for the local share in advance.
Next steps described by staff included finalizing contract acceptance items and establishing a firm construction start and completion schedule after TerraWorks completes pre‑award requirements.
