Planning staff warns of busy early 2026 as mandatory master-plan re-examination looms

Planning staff briefed the board that the statutory 10-year master-plan re-examination must be completed by early March 2026 and that staff will prepare a draft re-examination report for board review.
The staff presenter (Matt) told members that several plan elements have been updated in recent years—the historic element, farmland preservation, and a trails-and-pathways amendment—and said the re-examination will identify which elements remain current and which need updates. He said staff will solicit input from advisory committees (historic preservation, open space, environmental) to evaluate their respective plan elements.
Board members asked whether a separate Environmental Commission recommendation to explore a stormwater management utility or state requirements for a sustainability element would change the scope or timing of the re-examination. Staff said feasibility and funding would determine any utility work and that the sustainability element requirement applies if a jurisdiction significantly restructures its land-use element; staff recommended evaluating the issue as the re-examination proceeds.
Staff said they expect a busy January–February period to produce the draft report and requested board assistance in reviewing and soliciting comments from relevant committees.
