Mayor William Portman read a proclamation honoring Julie Flores Castillo as the recipient of the 2025 Russberry Making a Difference award and commended her for years of community service and advocacy.
The proclamation described Castillo as a lifelong Red Bank resident, a graduate of the borough public schools and Brookdale Community College, and noted that she will graduate from Rutgers University in 2026 with a degree in political science. The proclamation also cited Castillo’s work as lead youth organizer for the American Friends Service Committee’s New Jersey immigrant-rights program.
Speaking after the proclamation, Castillo thanked the council and community, dedicated the honor to Red Bank’s immigrant community and said the recognition reflected not just her work but the support of family, friends and community partners.
Quote: "I dedicate this to the immigrant community, to Redbank, and to everyone else. So thank you so much," Castillo said.
The council took a group photograph with the honoree and music played briefly during the presentation. The mayor then moved on to routine municipal business, saying there were budget resolutions on the agenda.
