The Mount Pleasant Plan Commission unanimously voted on April 15 to forward for public hearing a transportation-element amendment (CPA-26-02) that would modify the Emerson Road West proposed layout to support a 12-acre subdivision and reduce the number of Emerson Road collector connections.
Staff said the proposed layout improves regional traffic flow by aligning a Mariner Drive extension with Kinsey but warned that the primary connection point relies on an adjacent parcel outside the applicant's control. Commissioners repeatedly raised concerns about implementation risk if third-party property owners decline to provide right-of-way, and asked staff to flag the connectivity requirement for later plat and zoning reviews.
Commissioners also discussed construction access and suggested using a designated 18- to 40-foot access strip where feasible to reduce construction traffic through neighborhoods. The commission approved a motion to recommend the amendment for public hearing so the plat and detailed engineering can be reviewed in subsequent phases.
