The Mount Pleasant Plan Commission on April 15 recommended approval of a zoning map amendment to reclassify a parcel on Leather Avenue from RE (residential estate) to RL (low-density residential) to accommodate a roughly 400-square-foot outbuilding.
Robin, village planning staff, explained that the RE districtimpervious-surface limit was changed to 25% in 2025, making many older lots legally nonconforming; the applicantseeks RL to allow the additional outbuilding without triggering variance processes. Staff recommended the commission forward the rezoning to the village board.
Commissioners asked whether the change would constitute spot zoning and whether the proposed structure could be attached to an existing garage to avoid adding impervious area. Robin said the parcel is more consistent with RL and that the comprehensive plan designates the area as residential, making rezoning supportable.
The commission discussed enforcement and aesthetic standards for outbuildings, noting RE architectural-match standards apply in RE but not RL. After discussion, a motion to recommend approval carried unanimously.
