The administrative procedures and proposed agreement form outline how families apply, what documentation is required, expected timelines for responses, and that transportation remains the family’s responsibility. Staff recommended the superintendent, rather than the board, sign the agreement to reflect operational authority.
Members raised the need to clarify how requests grounded in individual circumstances (for example bullying claims) are considered differently from choice transfers based on capacity, and staff said the procedures address building-level review and individualized assessment. The committee asked that staff add a superintendent signature line to the agreement form and post the materials to the district website so families can apply when registration opens in May.
The committee also discussed whether older students should sign agreements acknowledging expectations; staff said the student signature line was included and could be adjusted by age. The committee will include links to the AP and transfer form in its board report and recommended posting the materials publicly.
