Commission approves conditional use permit for 500,000‑cubic‑yard gravel extraction at 983 Richwood Road

The Detroit Lakes Planning Commission voted to recommend approval of a conditional use permit that would allow extraction of approximately 500,000 cubic yards of gravel and topsoil at 983 Richwood Road, a property owned by the Detroit Lakes Development Authority.
Larry, a city staff member, presented the proposal and a fact sheet that had been distributed to commissioners. He said the plan contemplates excavation and removal of material over about a 10‑year timeframe to lower the site roughly 15 feet and grade it for future industrial park lots. “The project consists of the extraction of 500,000 cubic yards of gravel and top soil from this site,” Larry said.
Staff recommended approval subject to three primary conditions: that the applicant obtain all required federal, state and local permits; that hours of operation be limited to daylight hours between 8 a.m. and 8 p.m.; and that final grading be completed as shown on the grading plan. Staff also noted the former Cleveland farm was annexed and zoned industrial and the adjacent Detroit Lakes North Industrial Park was platted in 1996.
Commissioners asked detailed questions about hauling routes, lease terms and timing. Staff said there are two access points on the east side and an access point to the north and that hauling would not occur west past an existing residence. They also said the lease with Hog Incorporated includes the 8 a.m.–8 p.m. hours limitation. Commissioners asked whether the material would be processed on site; staff said material would be hauled off site for screening and washing, with only limited screening expected on the property itself.
A commissioner moved to approve staff findings and recommendations for the conditional use permit; another commissioner seconded and the motion carried. The commission indicated it would forward the approved conditions and recommendation to the next procedural step. No public comments were recorded during the hearing.
Next steps include compliance with all required permits and the final grading and revegetation requirements in the approved plan.
