75 Lawrence Street: Scott Farrier of Homegrown Engineering described redevelopment of a long vacant, industrial‑zoned parcel near the MBTA tracks into a contractor’s building (roughly 50 by 200 feet) with parking and new plantings (red maples, oaks, crab apples and screening evergreens). Board members pressed about sidewalk condition, the number and location of curb cuts (the plan retains two existing curb cuts, reducing three to two), and lighting. Because an adjacent, narrow parcel owned by the same applicant is overgrown and has been regularly used as an informal dumping area, the board approved the site plan with a condition requiring the owner to thin and groom that adjoining lot and maintain it going forward.
435 Westgate Drive: Paige Blanchard of Niche Engineering presented a proposal to add a new standalone T‑Mobile building within the Urban Air parking lot. The plan includes new water, sewer and electric service, stormwater infiltration sized to meet Brockton standards (a 40% rate/volume reduction requirement was noted), ADA parking, and a screened wood dumpster enclosure. The board approved the plan with standard site plan conditions.
82 Ames/Spark Street: Bob Rigo of Riverhawk Environmental outlined a 1.32‑acre redevelopment of a blighted site in the I2 district into a 14,400‑square‑foot, single‑story building with four contractor bays. The project required Conservation Commission review because a culverted stream (treated as a river by the commission) crosses the property; Rigo said the project has an order of conditions and includes restoration of a 25‑foot riverfront buffer, conversion of a dry basin to a pocket wetland, porous pavement in parts of the lot, an infiltration system, a new hydrant, and an oil‑water separator for floor drains. Public comment queried whether large trucks or waste‑collection yards could later occupy the bays; the applicant indicated the immediate intent is for small contractors (electricians, plumbers) and that no outside storage or heavy vehicle depot is planned. The board approved the project with a stipulation to increase plantings along the Spark Street frontage.
Board members asked staff to consider whether application requirements should consistently include streetside renderings and whether the department should require a broader scope of improvements when an owner submits a limited‑scope pad site within a larger parcel. The meeting adjourned after those governance remarks.
