Council adopts updated master fee schedule; most fees see minor changes, six new fees proposed

Finance Director Scott Pentingel and consultant Terry Madson presented a comprehensive user‑and‑regulatory fee study for fiscal year 2027 and recommended adoption of an updated master fee schedule effective July 1, 2026.
Madson explained that more than 90% of Roseville’s nearly 400 fees would see minor adjustments (often <$10–$30) and that the study identified 21 fees with proposed increases above 10%—primarily smaller building permit fees where a small dollar change produces a larger percentage change. The study also proposed six new fees (five related to environmental utilities, including an annual backflow inspection fee and a high‑strength waste tipping fee at the Pleasant Grove wastewater treatment plant, and one police permit for door‑to‑door solicitors).
The consultant projected approximately $485,000 in additional annual cost recovery if the updated schedule is implemented; staff said the additional revenues are intended to offset existing cost pressures rather than expand service levels. Council approved a resolution adopting the updated master schedule and authorized interim inflationary adjustments in off years.
