Committee adopts agenda tweaks and receives legal guidance on public comments
Summary

Wendy presented a revised agenda layout and asked the committee to approve the wording and structural updates at the April 13 meeting. The packet included the previous layout for comparison; most changes were wording tweaks and the creation of a separate financial-review line item.
Wendy also asked whether the committee wanted to add the Pledge of Allegiance to future agendas. Members discussed logistics and agreed it could be added going forward.
Attorney Jeff reviewed public-comment practice under open-meeting law: the committee may not deliberate as a body on matters that are not on the agenda. If a resident raises an off-agenda operational question, staff should collect the person’s contact information and provide a staff response later; agendaized topics or specific agenda-item questions may be addressed when that item is called. Jeff warned that group deliberation on non-agendized matters can risk legal violations or fines for members.
A motion to adopt the revised agenda format was made and seconded; the committee approved the new layout with at least one member recorded as opposed. Members asked staff to track future agenda items raised during public comment so those items can be scheduled and addressed formally at subsequent meetings.
Other business covered a request from Harvey Schwester to have an officer or staff report on firing-range usage and costs at a future meeting.
