Cannabis Control Board approves Solis Enterprises ownership transfer to MTP Group, grants temporary waiver

The Nevada Cannabis Control Board on April 16, 2026 approved a partial transfer of ownership in Solis Enterprises LLC that will move the upstream holding through which Per Bjorkman holds his roughly 72% interest to MTP Group AG, the board heard. Chair Berry moved to approve TOI Nos. 25-33 and 25-33A and to grant a limited waiver of NCR 5.110 for transfers under 5 percent; Member Merritt seconded and the motion passed by voice vote.
CCB staff presented the request and said “no areas of concern have been identified” that would prevent staff from recommending approval, testimony attributed to Rachel Branner. Counsel for Solis Enterprises, Alicia Ashcraft, described the transaction as a “straightforward upstream transfer” and thanked CCB investigator Jesse Mosley, saying “he did a wonderful job” in helping the parties complete their filings.
The board record shows the request seeks approval for the sale of the holding company that carries the owner’s reported stake and for dissolution of an intermediary entity, LSP Global. The motion also directed that the temporary waiver of the small-transfer notice requirement expire on the board’s next agenda date.
Board members did not raise substantive questions during the public presentation. Chair Berry used her closing remarks to thank staff for their “professionalism, expertise and dedication” and to reassure the community and industry that the board will continue focusing on “thoughtful, good governance.” The board set its next meeting for May 21, 2026 and then voted to remove agenda item 3B (a planned transfer from Libra Wellness LLC to Wellness Growth Capital LLC) from today’s agenda; that motion was seconded by Member Mazurani and approved by voice vote.
A limited public-comment period preceded the meeting; Anne Hall of Eco Waste Disposal Solutions offered a brief statement and provided a contact number for disposal services.
Action details: Chair Berry moved to approve TOI Nos. 25-33 and 25-33A to remove the listed owner from the company’s structure and allow MTP Group AG to assume the upstream ownership; the board also approved a waiver under NCCR 5.112 and a conditional waiver of NCR 5.110 for transfers under 5 percent that expires on the next agenda. The motion was seconded by Member Merritt and passed by voice vote. The board likewise approved removal of item 3B following a motion and second.
The board adjourned after confirming the May 21 meeting date.
