Supporters described the draft ordinance as an initial enabling step rather than a final implementation plan. “It’s step one on the list. It’s only one of several things that would have to be accepted by the council,” Mark Morardi told the committee, saying the ordinance does not by itself set camera locations or vendor agreements.
