At its April 14 session, the Alpena County Board approved several routine finance and procurement items intended to clear audit issues and move stalled property projects forward.
Cindy, presenting monthly reports and audit fixes, said passenger facility charge (PFC) accounts required a journal entry covering balances from 2018–2024 totaling $77,317.70 to correct audit discrepancies; the board approved the transfer and correction entry to align records for the auditor.
On the land bank item, staff asked the board to waive parts of the county's procurement and purchasing policy for a particular land bank parcel that is tied up in litigation so state land bank funds can be used on a different property presenting a health hazard. Staff emphasized that bids would still be solicited but the timeline would be shortened to avoid the state reclaiming funds; the board approved a temporary waiver to expedite demolition and remediation.
The board also received and filed the treasurer's monthly report, noting reserve and fund balance figures presented to commissioners, and approved the consent calendar without changes.
Next steps: staff will post the shortened bid timeline for the land bank demolition, execute the PFC journal entry for audit correction, and proceed with standard procurement practices under the narrowed time frame.
