Resident questions enforcement officer fingerprinting; authority says compliance achieved in November

During the public-comment portion of the special meeting, resident Charlie Katavville pressed the Parking Authority for records and dates showing when enforcement officers were out of compliance with fingerprinting and police-chief certification requirements and when the authority corrected the issue.
Katavville said he had requested certification documents through the city’s records process and been denied, and asked when the authority’s non-compliance began and when it was cured. He told the authority he had not received dates in response to his earlier request.
Authority staff responded that the authority is currently in compliance. The staff member said fingerprinting occurred at the end of October and that the police chief certified the current officers in November. “The fingerprints were also sent to the FBI and the state police,” the staff member said.
Staff noted limitations in producing long-retained personnel files: older personnel files may not be available electronically, and records can only be produced for officers who remain on file. Staff also said all new hires going forward are being fingerprinted and trained “the correct way.”
The authority’s statements in the meeting provide dates (fingerprinting late October; certification in November) but the transcript shows the authority did not provide the written certificates to the resident during the meeting and the resident said his OPRA request had been denied.
