Perry council approves routine pay applications, adopts airport ordinance; resident’s data request and nuisance hearing scheduled

Perry — Perry City Council approved a series of routine payments and permits and adopted an ordinance updating airport minimum standards during its regular meeting.
Council approved Pay Application No. 19 to Manat, Inc. for $85,294.30 for runway 1432 relocation phase three and Pay Application No. 22 to Manuts, Inc. for $113,783.93 for phase two, each with a recommendation to reduce retainage from 5% to 2.5%. The council also approved Pay Application No. 41 for wastewater treatment facility improvements to Woodruff in the amount of $134,751.95; staff said the wastewater project is roughly 99.4% complete and minor landscaping and warranty issues remain. Staff announced an open house for the wastewater facility is planned for October.
The council completed second and third readings and adopted an ordinance amending Chapter 116 of the city code to update airport minimum standards covering airfield operations and business/tenant standards. The council suspended rules to perform third readings that same evening and passed the ordinance on roll call.
During open forum, resident Steve Carrick asked whether traffic-count data recently collected would be publicly available or summarized. Carrick said, “I was wondering if … Will that be publicly available the data or a summary of the data?” The City Administrator replied, “I can certainly provide that,” and said an open-records request is the standard mechanism; specialized summaries can be requested but may incur fees.
The council also fixed a time and place for a nuisance abatement hearing requested by Carrick regarding property at 811 West Fifth Street; the hearing was moved from Sept. 2 to Sept. 15 because of a scheduling conflict.
What’s next: Staff will continue project closeout tasks for the airport and wastewater projects and will provide requested traffic data through the city’s open-records process. The nuisance abatement hearing is scheduled for Sept. 15, 2025.
