Perry City Council approves development agreement and tax-increment pledge for JBS Prepared Foods

The Perry City Council on Aug. 18 approved a development agreement with JBS Prepared Foods, authorizing annual tax-increment payments and pledging certain TIF revenues to support the project.
City administrator Sven told the council the agreement includes an approximately $10 million tax-increment rebate and said staff worked with JBS on language addressing rendering and odor control. "They've been good to work with and we're excited to move forward with this development agreement," Sven said.
During a public hearing, JBS representative Mark Chase said the new Perry plant will complement the company's Ankeny operation and that "there will be no issues" between the two sites. Resident Dr. James Cawfield asked whether JBS's acquisition of a plant in Ankeny would affect production; Chase responded it would not.
Council members noted that vertical building cannot begin until the Iowa DOT commission takes action on a related RISE grant the city is pursuing; Sven emphasized the development agreements include contingency language if the RISE grant does not materialize and that the parties would revisit cost-sharing in that case.
The resolution authorizing the agreement passed on a roll-call vote with council members recorded as voting yes. The council also approved separately an economic development assistance contract with the Iowa Economic Development Authority (IEDA) related to the incentive; the packet listed contract number 25HQJP019 and noted the company name will be updated to JBS Prepared Foods where needed.
The council did not set a construction start date at the meeting; staff said grading work is expected to begin soon, but no vertical construction may proceed until DOT action on the RISE grant.
The city's packet and the development agreement will be maintained with the city clerk as part of the official record. The council's action finalizes the local approvals; state-level grant and contract steps remain.
