Council debates Vibrant Community Fund allocations, weighs strategic fund uses

Next steps: staff will adjust the VCF allocations in the budget spreadsheet to reflect the council's direction (including agreed reductions and the lowest-common-amount approach for contested items) and provide updated totals for the Monday and Thursday budget proceedings.
