Public hearing: Harlan City CDBG sewer project 60% complete, aims for July 1 finish

Aaron Hudson of Sweatco Down Atlantic told the Harlan City Council during an April 1 public hearing that the city’s Community Development Block Grant project (CDBG 24WS013) to rehabilitate sanitary sewer lines is roughly 60% complete and is expected to finish July 1, 2025. “The sewer project is 60% complete and the anticipated end date for the project is July 1st, 2025,” Hudson said, and reported about 8,759 linear feet of cured-in-place (CIP) liner have been installed.
Hudson gave a summary of project spending to date and remaining CDBG funds: he reported roughly $739,232.55 has been spent and that about $186,950 remains available for construction under the grant. He also said the city’s local match to date is $498,998.52. Remaining work includes manhole repairs and some 8- and 15-inch lining work. Hudson said 53% of the project’s beneficiaries are low- to moderate-income residents of Harlan City.
No written or oral public comments were submitted during the hearing; the council opened and closed the public hearing by roll call. The hearing record will support the city’s ongoing use of federal CDBG funding and the council did not take additional action at the hearing other than to accept the report.
The council set no new milestone in the hearing itself; engineering staff and the contractor will continue to manage remaining work toward the projected July completion.
