Lycoming County commissioners approve personnel moves, routine contracts and grant filings

Lycoming County Commissioners on April 23 approved a slate of routine personnel actions, contract renewals and grant applications, county staff said.
The board approved conditional offers of employment for new staff including Kaden Wagner and Rachel Smith as Domestic Relations Officers, Caleb Trotter as a correctional officer, and Shawn Diggin as recycling labor, subject to standard background checks. The commissioners also ratified invoices totaling $1,708,182.42 presented by the controller.
On contracts and program funding, the board approved renewal of liability insurance for the Lycoming Recreation Authority ($2,270), a three-year agreement with DispatchGen Incorporated (total $15,000; $5,000 per year) intended to shorten dispatcher training and triage call volumes, and a renewal of COP Business Solutions court software ($4,298). The board extended a work order with Melillo Consulting through May 31, 2026, and approved a time-and-materials maintenance agreement for shredder equipment with Suburban Ink Plus.
The commissioners also approved several nonprofit and program amendments: an extension with Greater Lycoming Habitat for Humanity for the Scott Street project through Dec. 31, 2026; an extension with Lycoming-Clinton Counties Commission for Community Action (STEP) related to the master leasing program through July 11, 2026; and an amendment with the Asbury Foundation to continue the Albright Life Lycoming Rental Assistance Program through July 10, 2026. Staff received approval to submit a DEP 903 County Recycling Coordinator grant application (final award to be determined by DEP).
The board approved valuation consultation services for a property identified as 59 Beach Road; the consultant waived a prior fee. The commissioners also approved a contract for the public defender's office with Maria A. Ungard for expert- testimony-related physical-therapy services and an amendment to Stat Hill Investigations to support work on the Bailey death-penalty case; both items were described as budgeted operating expenses for 2026.
All listed items were moved, seconded and approved by voice vote, with commissioners responding "Aye" for each motion. The meeting packet and staff presentations provided the detailed contract and personnel terms.
The county will publish finalized contract documents and budget allocations in its official records for public inspection.
