Board approves routine finance, curriculum and personnel items; adopts Act 1 tax resolution

At its Nov. 11 meeting the Mechanicsburg Area School District board approved treasurer and personnel reports, multiple course and contract items, adopted an Act 1 resolution capping tax increases at the 4.3% index for 2026–27, and authorized a permanent student expulsion; votes were recorded unanimous.
The Mechanicsburg Area School District Board of Directors approved a slate of routine motions on Nov. 11, recording unanimous roll-call approvals on finance, curriculum, facilities and personnel items.
Among the items the board approved were the October 2025 treasurer’s report and several payment batches (general-fund checks and electronic payments, capital-reserve invoices, and 2024 construction fund invoices). Miss Morgan presented the financial attachments and asked for approval.
The board also approved a settlement agreement and mutual release of claims with PA Leadership Charter School and adopted an Act 1 resolution establishing the board will not raise taxes above the Act 1 index of 4.3% when approving the 2026–27 general fund budget. During discussion administrators explained the difference between the base and adjusted indexes and noted accepting the resolution limits the district’s ability to seek tax-exception referendums.
Curriculum motions passed included approval of student-services contracts and new course proposals for entrepreneurship, lifeguarding and sports nutrition. The Wildcat Foundation announced a $10,000 grant to student services to support school food pantries; Mrs. Huff told the board teacher grant applications open Jan. 18 and that foundation-night tickets go on sale Dec. 1.
Facilities and personnel actions included appointing KCI civil engineers to review a site at the Upper Allen Township campus, approving an affiliation agreement, and approving the personnel report. The board also approved a salary adjustment for the superintendent — a 3% increase plus a 1% performance bonus effective July 1, 2025 — after a brief acknowledgment of his first-year performance.
The board adopted an agreement and waiver of hearing pertaining to a student-discipline case and authorized placement of the agreement in the student’s education records. The board ordered the permanent expulsion of "student D of 2025–2026" as presented.
Most motions were moved by board members and seconded; the board president stated she would record each roll call as a unanimous vote unless any member objected. No objections were raised at the Nov. 11 meeting.
