During public comment at the Owen J. Roberts School District board meeting on Jan. 26, a resident raised concerns about the district's proposed policy 919, which she said appeared to limit booster-club membership to parents with children currently in the organization. She asked the board to separate booster-club rules from parent-organization policy and to review student-activity account oversight.
"Booster club membership is being limited to people that have kids actually in the organization which doesn't make sense," said Heather McCraary of East Coventry, adding that longstanding activity accounts have "enormous amounts of money" and citing examples of accounts with tens of thousands of dollars. She referenced a mid-level "thespian account" with about $26,000 and questioned what such funds are used for and how they are audited.
Miss Evans, chairing the Legislative and Policy Committee report, said policy 919 (booster clubs and parent organizations) and attendant regulation were moved forward for first reading on the board agenda as item 7.9. During consideration of student-activity approvals, board members noticed typos and inconsistent forms on the printed agenda; members asked administration to review the forms and ensure appropriate account procedures are followed.
The board approved establishment of student activity clubs under Section 511 of the Pennsylvania School Code and authorized accounts when required, but the transcript does not record a separate detailed audit of historical account balances. The board asked administration to examine forms and administrative controls to address parents' concerns about transparency and account oversight.
