A resident identified in the meeting sign-in as RC 198 used the public-comment period on March 3 to press two issues: animal control enforcement and plans for a proposed recreation center on the Hope Mills golf course.
On animal control, the resident said the town had adopted the county's animal-control policy and that enforcement has left some neighborhoods with many animals: "my next four neighbors have 20 plus animals," he said, and asked the town to consider reverting to or adopting its own rules. Town officials responded that enforcement is handled by the county and that the town manager would research possible amendments and provide an update at the March 17 meeting.
On the recreation center, the resident urged the town not to redevelop all green space at the golf course and asked commissioners to consult residents. Commissioners and staff responded with clarifications: one commissioner said the golf course comprises about 90 acres but only 15โ17 acres are proposed for development, with the remainder to remain green or preserved and an adjacent 20-acre nature preserve planned; staff said the master plan proposes trails and that the redevelopment would retain substantial green space.
Why it matters: The comments raise issues about local code enforcement, neighborhood quality of life and how the town balances park/recreation investments with preserving green space. Commissioners agreed to provide more detailed information at the March 17 meeting and to review the animal-control policy for potential amendments.
What the town will do: Staff and the town manager said they will research the animal-control ordinance and report back; the board scheduled an update on the golf course/recreation-center topic for the March 17 meeting.
