County tax revaluation raises Hope Mills assessed values about 70%; appeals process and call center explained

Joe Utley, Cumberland County tax administrator, told the Hope Mills Town Board at its budget retreat that the county’s 2025 revaluation increased the town’s assessed value by roughly 70–71 percent compared with 2017. He said residential properties rose the most — roughly 88 percent — while commercial values rose about 38 percent.
“Revaluation is designed to bring market values up to 100 percent of market value,” Utley said, describing the county’s use of mass appraisal techniques and more than 45,000 qualified sales countywide to set values.
