Keokuk council approves one-year landfill engineering contract, advances parking ordinance and swears in new councilmember

Keokuk City Council approved routine consent items and a one-year engineering-services agreement for the north landfill, advanced a parking ordinance to protect ambulance access, and swore in Jeffrey Mullen during its Jan. 16 meeting.
The council voted to approve a resolution authorizing the mayor to sign a one‑year agreement with Clinger and Associates for required landfill engineering services at the north landfill. Staff said the estimated cost for 2025 services — spring and fall sampling, gas monitoring and reporting required by the permit — is $9,500, and the resolution passed by voice vote.
On an ordinance read, the council considered an amendment to Section 9.28.040 to create a No Parking zone on North 16th Street between Blondo and the alley to the west. The change was requested by Lee County EMS to preserve turning and backing room for ambulances near the new ambulance garage at 1520 Blondo Street. Staff recommended approval; council members asked about impacts on nearby business parking and discussed curb and driveway considerations. The council voted to waive the second and third readings and moved the ordinance forward.
Early in the meeting the mayor opened with a moment of silence for Keokuk firefighter Mark Davis, who died after a battle with cancer, and later administered the oath to Jeffrey Mullen as the new Ward 3 councilperson. Members welcomed Mullen with applause.
Next steps: The city will finalize the Clinger and Associates contract and proceed with ordinance implementation procedures; staff will notify affected property owners about the new No Parking designation and coordinate signage and enforcement.
