The Griffin‑Spalding County Board of Education voted Feb. 24 to award the renovation contract for Cowan Road Elementary to SRS Incorporated with a not‑to‑exceed amount of $5,654,500, district staff reported.
Riley Perer, standing in for the district—onstruction official, said bids were received Feb. 5 with four general contractors attending the pre‑bid conference and submitting proposals. The lowest base bid was $5,525,000 from SRS Incorporated; the highest base bid was $5,950,000 from ICB Construction Group. Seven alternates were included, ranging from $129,500 to $166,000; SRS submitted the lowest total price when alternates were included. Perer said the project is eligible for $621,154 in state capital outlay funds, bringing the project estimate to about $5,761,154.
A board member asked for a follow‑up from the superintendent on how many bidders qualify as minority‑owned firms; the presenter said the information was not available at the meeting.
The board approved the contract by verbal district vote (all districts voting in favor). District staff will finalize contract paperwork and proceed with project planning.
The board did not amend the recommendation during the meeting; questions about minority participation were placed as a follow‑up request.
