Olive Branch aldermen approve nuisance cleanup, airport utility bid and other routine items

Minutes and consent agenda: The board approved the minutes of the Oct. 21 regular meeting (motion by Miss Hamilton; second Mr. Wallace) and then approved the consent agenda (items 1–22) on a subsequent motion.
Property cleanup: During Planning Commission old-business updates staff reported three previously flagged parcels along Frontage Road had been cleaned, but a parcel at 8515 West Sandwich Road remained uncleared and littered with debris and wiring. After a public-hearing call with no speakers present, Mr. Dickerson moved and Mr. Hart seconded a motion to declare 8515 West Sandwich Road a public-health-and-safety nuisance and to direct city staff to use contract labor to clean the property. The motion carried.
OV Terminal Drive utility corridor: Staff reported three bids for a project to extend water and sewer lines to the airport terminal area. The staff's opinion of probable cost had been about $846,000; the low bid came in at $663,555. Staff recommended awarding the contract to the low bidder. Board members confirmed the city's financial obligation was 5% of the project cost, with the remainder expected from MDOT and FAA funds. Mr. Wallace moved to approve the award; Mr. Collins seconded the motion, which passed.
Holidays and contract amendment: The board approved three additional state-proclaimed holidays for city offices (Friday, Nov. 28; Friday, Dec. 26; and Friday, Jan. 2, 2026). The board also approved an amendment to the Renaissance Group engineering contract adding $3,500 for additional engineering services for Fire Station No. 6, increasing the contract from $234,500 to $238,000; staff said the work addressed a wall or partition identified by the fire chief.
Executive session: After completing open-agenda items, the board voted to close the regular session and enter executive session to discuss seven items: personnel matters in several departments (ambulance, gas billing, gas maintenance, police, water billing and water maintenance) and an economic-development discussion with the city attorney related to "Mississippi code annotated section 254174J." Mr. Hart moved; Mr. Wallace seconded. The board entered executive session.
No ordinance adoptions or fiscal appropriations beyond the described contract amendment were adopted in open session. Where contractor names or award paperwork were discussed, the staff presentation identified the low bid and the amount but did not record a contractor name in the open transcript record.
