The Goshen City EID board approved the form of a city‑drafted access release and indemnity agreement and authorized Justin to execute the agreement with Key Bank and future, similar agreements on behalf of the EID. A board member said they had worked with the city attorney’s office and Don Schuler to draft the document and that Key Bank had already signed it.
The board discussed whether the form should be broadly offered to any building owner who requests it and agreed the agreement would be available on request. Members moved to approve the form and then moved to authorize Justin to sign the Key Bank agreement; both motions were seconded and approved by voice vote.
Board members said the form will be archived in EID records and will be used only when a property owner requests the release and indemnity document. The board did not record a roll‑call vote in the transcript; motions were approved on voice votes as reflected in the meeting record.
