Witnesses representing counties and dispatch centers urged a dedicated revenue source or bonding mechanism to fund capital replacement and recurring maintenance, saying the patchwork of local maintenance contracts and ad hoc appropriations leaves the system vulnerable. Several speakers suggested looking at financing options (revenue bonds) and competitive procurement to reduce vendor concentration. The committee treated the presentations as informational and moved on to other items.
