Lawmakers hear plan to fund a unified 911 awareness platform to speed multi-jurisdiction dispatch

Sen. Clark told the committee Senate File 4956 would appropriate funds for development and initial maintenance of a unified 911 awareness platform to allow public-safety answering points to exchange call and dispatch data directly rather than relying on time-consuming phone transfers.
"With a unified platform, a 911 operator can enter information directly into the appropriate jurisdiction's dispatch system," Sen. Clark said, adding that the proposal provides for development and two years of ongoing maintenance. Dave Beer, a Scott County commissioner, and Tony Martin, Hennepin County emergency communications director, testified the system would reduce redundant questions and phone transfers that add seconds or minutes to response times.
Capt. Scott Haas described scenarios where multiple neighboring dispatch centers must be contacted by phone and said point-to-point computer-aided dispatch connections cut processing times and human error. Committee members accepted the informational presentation and moved to the next item; SF 4956 received stakeholder support but was presented as informational rather than advanced at the hearing.
