Municipal development staff told the Anderson City Board of Public Works on March 3 that the board should approve a secondary (final) plat for a Crew Car Wash subdivision on roughly 2.12 acres at the northeast corner of Mounds Road (State Road 232) and South Scatterfield Road (State Road 9). "The developer has committed to construct sidewalks on both South Scatterfield Road, Mounds Road as well," the municipal development staff said during the presentation.
The staff described the site as the former Mark Motor Inn and said the nearby Wingon restaurant will be removed to make room for the project. The property has split zoning of B1 and B2 and staff said utilities are available to the site. "The new Crew Car Wash will contain 5,789 square ft," the staff added, and noted the company already operates a location at East 50th and Scatterfield that generates heavy traffic.
Staff told the board the timing for installing sidewalks is uncertain because a study of the Scatterfield Road corridor is under way; staff said either the developer or the Indiana Department of Transportation (INDOT) could ultimately build the sidewalks depending on the study and project approvals. Staff asked the board to accept the plat, covenants, easements and dedications as presented.
A board member moved to approve the secondary plat as presented, noting the request was made by Mr. Styers; another member seconded. With no questions, the board approved the plat by voice vote.
The decision means the developer may proceed with final subdivision recording and subsequent permitting steps under the city’s land‑use rules. The board did not place additional conditions on the plat during the meeting; staff flagged the sidewalk timing and the corridor study as implementation details requiring follow‑up.
