The Planning Commission unanimously approved three City‑initiated zoning text amendments recommended by staff.
1) Rental stores in PO: The city will permit rental‑store uses in the Professional Office (PO) zoning district by special‑use permit limited to 1,500 square feet; outdoor storage or display will be prohibited and non‑waivable to protect neighborhood character.
2) Accessory dwelling units (AB 396 implementation): The commission amended Title 19 to conform with AB 396 (2025 Nevada Legislature). Changes include allowing certain attached ADUs without interior access to the primary dwelling, removing minimum lot size requirements for ADUs and eliminating special‑use permit requirements in some zoning districts to increase housing options.
3) Downtown trash enclosures: Staff updated Appendix F to allow alley‑served trash collection areas to be screened from view without a trellis or roof if they meet screening standards and operational needs — a change aimed at accommodating the compact, alley‑served urban form downtown.
Planning staff emphasized that the ADU changes bring the municipal code into compliance with state law while preserving clear limits on size and outdoor storage for rental stores. Commissioners praised the changes as tools to increase housing options and to provide practical design flexibility in downtown infill projects.
All three amendments will be forwarded to City Council in ordinance form.
