Plan Commission backs annexation for Jones Dairy Farm wastewater site; CSM also recommended

The Fort Atkinson Plan Commission on April 14 recommended that the City Council annex a small parcel at 744 Jones Avenue (parcel 22605410434001) from the Town of Koshkonong and assign it heavy industrial zoning so Jones Dairy Farm can site a wastewater treatment facility. Staff said the Wisconsin Department of Administration determined the annexation to be in the public interest and that Jones Dairy Farm owns surrounding land, which made the annexation straightforward.
Director Dreger told the commission the annexation is "merely in annexing the portion of property they need to accommodate" the wastewater facility; he described a small, shaded sliver that corrects a security fence that sits outside the current property line and said the annexation would allow the company to situate a proposed pre-treatment facility in the corner of its property. Dreger recommended the commission ask the City Council to perform three readings and adopt an annexation ordinance and to assign a heavy-industrial zoning classification consistent with the existing plant.
Commissioners clarified that the area to be annexed is small and largely cleans up property lines and fence alignments; Dreger confirmed the shaded corner would accommodate the proposed addition. The commission moved, seconded, and passed a recommendation to the City Council to approve the annexation ordinance and zoning classification; the recommendation will appear on the April 21 City Council agenda for a first reading.
The Plan Commission also reviewed and recommended approval of the certified survey map for the same parcel, subject to minor mapping corrections identified by the city engineer and surveyor and verification by staff. Dreger said the future wastewater-treatment building will return to the commission for a site plan review once the annexation and mapping are complete.
Both the annexation ordinance recommendation and the CSM will be forwarded to the City Council for formal action on April 21.
