Torsten Smith, Lake County OWTS environmental health specialist, presented a county webinar explaining proposed local updates to onsite wastewater treatment system (OWTS) regulations to comply with Colorado Department of Public Health and Environment (CDPHE) updates to Regulation 43.
The changes are intended to bring Lake County into conformity with state requirements adopted last year. "The state of Colorado's CDPHE has adopted new regulation 43 updates," Smith said, adding that the state gave local counties one year from the June 15 adoption date to adopt compliant local regulations. He said the Board of Health will hold a formal adoption hearing on April 30 at 1:00 p.m.; if the board approves the draft, the regulations would take effect June 15.
Why it matters: The revisions affect permit requirements, testing and design standards for septic systems and related onsite wastewater methods. Smith said the changes will alter what engineers must submit to the county, clarify allowable system types for rocky soils and tighten material and licensing requirements that affect homeowners, contractors and short-term rental operators.
