The presentation noted the district’s average vehicle age was roughly 13 years.
Ken Olsen and other staff fielded questions about the contract model and logistics. A board member asked whether the vendor’s ownership entity being based in Missouri would affect costs or legal exposure; staff said the vendor can change the contract domicile on the master equity lease agreement to a Kansas entity if the board prefers and that the financial terms would not be affected. Board members also asked about lease terms and how long a district would need to participate to realize savings; staff said the provided analysis examined a 10-year span and that some operational savings often appear immediately because older vehicles are replaced.
The motion to approve the district entering the fleet management contract was moved, seconded and adopted by voice vote.
What to watch next: The board requested details about contract language relating to jurisdiction/domicile and a review by the district attorney. Staff said specific vehicle contracts are structured per unit (for example, 36-month leases) while the master equity lease is an open master agreement enabling transactions.
