The Lafayette Parish School Board voted to send a proposed request for proposals (RFP) for voluntary (employee-paid) ancillary benefits to the insurance committee for thorough review and recommendation back to the full board.
Representatives of the incumbent vendor told the board their firm had stabilized a troubled program after a prior vendor departure and urged the board to honor the active contract. They described implemented improvements in enrollment technology, carrier selection, and service, and said their compensation comes from standard industry commissions.
Board members split over the process. Some members argued a market-wide RFP could reduce commissions, attract subsidies, and improve the benefit-administration platform, while others said the current contract is recent, employees are satisfied, and an immediate RFP risks service disruption. Staff explained the active contract began January 1, 2024, with options for one-year renewals and that market checks are performed at renewal; opponents asked that the full RFP process be timed to preserve continuity and avoid implementation problems.
After extended public comment and multiple substitute motions, the board approved a motion to refer the voluntary-benefits RFP to the insurance committee for a May review and a recommendation to the full board. The committee's review will assess timeline feasibility, vendor compensation levels, carrier subsidy opportunities, and employee and retiree service continuity.
The vote sends the item back to committee rather than directing immediate issuance of an RFP; if the committee recommends issuing an RFP the board will later determine whether to authorize issuance and whether final award authority rests with the board or the superintendent.
