The Post Falls Planning and Zoning Commission on April 14 approved Klondike Place subdivision (SUBD‑26‑2), allowing the 4.63‑acre site at Pole Line Avenue and Maguire Road to be split into 21 lots in the R2 (medium‑density) zone.
Associate planner Justin Souder presented staff findings that the proposal meets the city’s subdivision criteria: East Green Acres Irrigation District provided a will‑serve letter for water; sanitary sewer can be extended and designed to city standards; and Pole Line and Maguire will be widened to meet transportation plan requirements. The applicant must form a homeowners association to maintain landscaping and sidewalks and pay impact fees to mitigate off‑site impacts to parks, public safety, streets, multimodal facilities, EMS and fire.
The applicant, Ray Kimble of Whipple Consulting Engineers, said lots range from roughly 4,300 square feet to 9,000 square feet and that the average lot area is well above the R2 minimum. Kimble described plans to replace an existing 6‑inch main on Pole Line with a new 10‑inch main and extend sanitary sewer from existing mains, and he said the project’s frontage dedications account for roughly two acres of the site area.
Resident Sherry Bolander testified in opposition, saying the neighborhood already suffers “too much traffic and congestion” on Maguire Road and asked whether widening would bring the road closer to homes. Kimble replied that the project would widen only the developer’s frontage on the west side of Maguire for about 330 feet and described planned turn lanes and two southbound lanes intended to increase capacity.
Commissioners questioned density compared with the R2 zone; staff and the applicant noted the R2 minimum lot size is 4,000 square feet and that the proposal yields roughly 4½ units per acre—substantially below the theoretical maximum for the zone. After deliberation a motion to approve SUBD‑26‑2 subject to conditions 1–8 in the staff report and to direct staff to prepare a written, reasoned decision carried on a roll‑call vote with all commissioners voting yes.
The decision requires the applicant to complete frontage improvements, provide required utility extensions, form the HOA, and pay applicable impact and capacity fees. Staff will prepare the written findings and conditions and return the reasoned decision as required by code.
