Council approves annexation steps for Siena Estates subdivision and levies landscape assessments

Senior Planner Robert Smith and the Director of Engineering presented companion annexation items related to the Siena Estates subdivision. Staff said annexation No. 18 into the City of Madera Community Facilities District (CFD) No. 2005-1 is required by conditions of approval for the 113-lot residential subdivision and that the special tax is estimated at $583 per unit.
Director of Engineering Helwerth explained Phase 2’s proposed annexation into the Landscape Maintenance District Zone 45A (LMD) for FY 2026–27, noting assessments of $71.18 per year for lots 105–137 to fund maintenance within the zone. Staff recommended that the council conduct the public hearing, receive public comment and adopt resolutions to confirm diagrams and levy the assessments; no substantive public objections were raised in the hearing. Council moved and approved the necessary resolutions and related hearing actions as part of the public hearing process.
