Council advances routine approvals: special-event liquor licenses, surplus vehicle donations and local project updates

City staff presented a set of routine resolutions and project updates at the April 20 work session, including approvals requested for special-event liquor licenses, surplus vehicle donations, project CE&I proposals, and Parks & Recreation staffing changes.
Staff introduced Resolution 26083 to approve a special-event retail liquor license for Witt LLC (DBA JW Steakhouse) to serve the Decatur Morgan Foundation Dragon Boat Race on May 9, 2026 at 2901D Point Mallard Circle SE, and Resolution 26084 for Witt LLC at the Alabama Center for the Arts Foundation "Strolling at ACA" event on April 23, 2026 at 132 2nd Avenue NE. The presenter said both applicants met city requirements.
Jeremy Sherrill, procurement, explained Resolutions 26085 and 26086 proposing to declare surplus and donate a 2008 Chevy Impala to Bridge Life Inc. and a 2006 Chevy Silverado to Tennessee Valley Outreach; he said these vehicles were replaced under the Enterprise Lease Program and that both organizations had sent letters requesting assistance.
Other agenda items included Resolution 26087 declaring additional vehicles and one piece of equipment surplus from the Street and Environmental departments, Resolution 26088 to increase Deerfoot Estates drainage design funding tied to Three Notch Creek (staff said funds are being reallocated but did not state amounts), and Resolution 26089 to contract Pugh Wright McAnally for construction engineering and inspection of the Bunny Lane road-widening project (the project will widen a narrow section to a 24‑ft pavement and add a sidewalk to improve access to adjacent sports fields).
Parks and Recreation discussed a repurposed job classification to create a marketing specialist role (no net change in head count or pay grade) that will report to Activities Coordinator Lauren DeCinzo, and Rec Center change order number nine which staff said returns funds to the city by adjusting the audio‑visual scope.
An MOU with Decatur City Schools to allow Decatur Youth Services to use school facilities for an alumni basketball game and summer camp at Decatur Middle was described as routine (similar agreements have been used previously). A revised SBLI project agreement (new exhibits C1 and C2) for the former Decatur Country Club site was presented to realign improvement sequencing to Decatur Utilities’ schedule without changing the city’s committed budget.
Council did not record final votes on many items during the work session; several items were presented for approval or first reading and will return for formal action on the council agenda.
