New Franklin — The City Council on Wednesday adopted Resolution 26R16 to award the Manchester Road resurfacing contract to Northstar Asphalt Incorporated, whose low bid of $497,000 prevailed over offers from Carbo and Barcus. Mr. Roman, who opened the Streets & Drainage committee, said the work is intended to resurface the stretch affected by the ongoing sewer project and that consultant OHM reviewed all three bids before recommending award.
Council members asked whether the contract should include a contingency for unexpected repairs. Mr. Roman said he had asked ODOT about whether a contingency was necessary and was awaiting a response; members agreed the resolution could be amended to add a contingency if they chose to pass it that night. Committee members also noted that ODOT had agreed to move up the paving schedule so the city would not have to repave once sewer work is complete.
The measure was brought to the full council later in the meeting and adopted by recorded voice vote. The council recorded the vote as unanimous in favor of the award.
What happens next: City staff will finalize contract language and any contingency amendment before executing the contract and scheduling resurfacing work around the sewer project timeline.
