Moffett told the board that many secure‑vestibules were built through prior CN (construction) referendum projects and that the district has used state and federal safety/security grants to cover additional work. He said architects and engineers have been updating plans to align with current state specifications and that in most cases only minor updates were requested by the approving state office.
Several board members raised concerns about unfunded mandates. One member asked whether the new specifications were an additional local cost; staff responded that while the requirement can feel unfunded, the district is using existing referendum allocations plus grant funding and other pots already budgeted in CN submissions rather than asking for a new, separate appropriation.

The board also heard project updates on the John G. Leech site and ongoing dirt work related to a planned building move expected next fall; staff said final decisions about Pre‑K expansion and other uses of the Leech site remain under discussion and would require further public planning and funding decisions.
