City council adopts consent agenda and approves board appointments unanimously

At its April 14 meeting, Portsmouth City Council unanimously approved the consent agenda and a slate of board and commission appointments.
The consent agenda (items A–K) included ordinances and appropriations accepting: escheated funds payment of $9,525.24 (item A); a $198,550 AXA Insurance settlement to reimburse seawall repairs (item B); $800,000 in Port Host Community Revitalization funds for the Portsmouth Port and Industrial Commission (item C); and multiple state and regional grants and opioid settlement funds appropriated to the FY2026 funds for behavioral health and emergency services (items D–K). The clerk read each item into the record and the council voted to adopt the consent agenda 7–0.
Later in the meeting, Councilman Hugo read a list of reappointments and new nominations to boards and commissions, including reappointments to the Downtown Design Committee, nominations to the Historic Preservation Commission and appointments to the Portsmouth Broadband Authority. Council approved the board and commission report by a 7–0 vote.
Why this matters: The consent approvals appropriate specific grant and settlement funds into FY2026 budgets and authorize city spending for capital and programmatic needs. Board appointments replenish citizen governance panels that advise city decision-makers.
