Hagerstown plans Northern Avenue sidewalk replacements; county to pick up ADA ramp work

Council members flagged the long‑term plan for Northern Avenue and said early repairs reduce the complexity of a larger repaving project that will eventually require full ADA compliance.
Council signaled support for the summer work schedule and asked staff to return with the formal change order for consent‑agenda approval at the next regular session.
