Riley County commissioners handled a string of routine and project-specific votes during their April 16 meeting, approving a transfer-station change order and a USDA-related loan resolution, denying a recycling contract extension, and acknowledging a subdivision replat recommended by the Manhattan Urban Area Planning Board.
Change order: The commission approved change order number three for the county transfer-station tipping floor in the amount of approximately $6,650.
USDA loan resolution: Staff explained a supplemental funding application and a roughly $250,000 supplemental loan request tied to a broader pursuit of an approximate $1 million grant; the board moved and approved a loan resolution related to sanitary sewer financing with USDA.
Recycling contract: Planning director Amanda Webb presented a proposed extension to a recycling agreement with Bison Ridge (formerly Howie’s) that would extend the county’s glass-recycling contract through 2031. Webb said the county’s cost—about $15,000 annually—appeared to subsidize use by a small group of residents, and said, "I honestly think that this probably isn't a good idea this point in time." A motion to deny the contract extension passed; one commissioner recorded a nay.
Subdivision replat: County planning presented a final plat to combine lots 31A and 31B of the Sam Rogers subdivision so the owner could expand a septic lateral field to legally accommodate a fourth bedroom. The Manhattan Urban Area Planning Board had unanimously recommended approval; the county approved resolution 041626 acknowledging the final plat and accepting dedicated easements and licenses.
Other routine business: The board approved payroll and accounts payable, approved employee action forms (an EMT status change to full time and a volunteer firefighter hire), and approved minutes from April 13.
The meeting adjourned after the work session on reorganization and scheduling the next discussion for April 27.
